You're better off avoiding this behavior which is causing that. If that didn't glitch out the quest, then it's related to the play of that quest, it's gone bad, glitched, corrupted, in the save game.
I like using a 5 timescale because I know it's 4 times slower than Vanilla, but that is definitely when these timescale issues begin to happen. If you can't roll back the savegame to a point where it was clean, or you adjust your timescale to be 5, 6, or 8. Do the quests again to have fun, cause it's a sandbox game, not a quest game. Well, being that Bethesda broke the game like 600 times since launch & we had to start a new game to fix it, I'd consider BACKUP copies of everything pretty much.
